Bertil Palmar Johansen was born in 1954 in Brattvåg in Sunnmøre at the western coast of Norway. He studied violin at the Trøndelag Music Conservatory, and composition under the guidance of Per Hjort Albertsen, Holger Prytz and Olav Anton Thommessen. He has written music for a wide range of instrumental and vocal groups and ensembles, of which several works were commissioned by Norwegian and international ensembles and soloists. An important aspect of Palmar Johansen's musical expression and ideology is based on his many years as a teacher of composition at the music conservatory in Trondheim, violin teacher at the Trondheim municipal music school, and as a conductor.
